With several hundred agents regularly dispatched to the field, travel management is a major challenge for the Departmental Council of Loir-et-Cher. Paper-based assignment orders and travel expenses form endless piles on the desks of human resources managers.
It’s time to act, now that almost 200 employees are totally mobile, always on the move, with their tablets. For them, administrative procedures can become a real headache. The The Departmental Council of Loir-et-Cher therefore wishes to decentralize, dematerialize and automate the management of its agents’ travel.

THE SOLUTION
A FIRST STEP TOWARDS THE DEPARTMENTAL COUNCIL OF TOMORROW
The Departmental Council of Loir-et-Cher is tackling the issue head-on. The objective? To equip itself with an automated travel expense management tool, Inetum GFD, and a web portal accessible to all stakeholders. But there’s no question of rushing into things either. The challenge is to get all 1,800 of the local authority’s employees on board, whatever their digital culture. The implementation of the new tool therefore involves an intermediate stage, during which the agents send their paper forms to the HR managers, who take over in a semi-centralized mode. Following the success of this initial phase, the general roll-out was launched, based on an agent portal redesigned to be simpler and more intuitive.
At the same time, the Departmental Council’s HR department set up a dedicated hotline to answer agents’ questions, and the tenor of the discussions confirmed that users quickly took to the tool. Only a few regulatory queries remain.
Subsequently, the web portal was adapted in responsive design for use on tablets and smartphones, to save time for the 200 agents who are always in the field. A genuine human resources showcase, the modern, efficient solution has won over the majority of users. On the strength of this experience, the Loir-et-Cher department now regularly exchanges best practices linked to this type of project, and its agents are becoming the first ambassadors of this digital transformation.
